Bill Schramm was born and raised in Southern California and after high school he attended USC for one year on an NROTC scholarship. Deciding he liked the idea of a Navy career, he obtained an appointment to the Naval Academy and graduated from Annapolis in 1958. He became a Navy pilot and in due course the Navy sent him to the Naval Postgraduate School in Monterey where he earned a Masters in environmental science. That led to tours of duty as a meteorologist and oceanographer, and along the way he was sent back to the NPGS for a Doctoral program in environmental science. His final Navy assignment was as the Commanding Officer of the Navy’s Environmental Prediction Research Facility. He retired from the Navy as a Captain in 1982.

His second career was with the World Meteorological Organization (WMO) which is a United Nations specialized agency like the WHO, UNESCO, etc. Captain Schramm lived and worked in Geneva, Switzerland for seven years as a Senior Program Officer/UN Diplomat, and he retired from the UN in 1988.

Captain Schramm's third career was as the Head of the Office of the National Ocean Service, which is a part of NOAA and located in Monterey. He retired from NOAA in 1995, and joined the faculty of California State University, Monterey Bay which was just being established. There he taught environmental science for seven years and then decided to really retire.
